Default Australian denied nurses registration until he passes English test

ENGLISH is the only language Gerard Kellett has ever spoken, but he has been denied registration as a nurse until he passes a competency test in his native tongue.

The 41-year-old Australian citizen recently completed a Bachelor of Nursing Studies at the Queensland University of Technology with honours and had been offered a job as a graduate nurse at the Royal Brisbane and Women's Hospital, starting this month.

But the Australian Health Practitioner Regulation Agency, which registers nurses, has told him he must first pass an English language test because he completed high school in Northern Ireland, not Australia.

A letter sent to Mr Kellett by Jenny Short, AHPRA's nursing and midwifery registrations' manager, says: "As you have not completed both your secondary education and nursing/midwifery education program in Australia, you are required to demonstrate English language competence.

"If you are unable to meet AHPRA's English language requirements within three months . . . your application will be withdrawn."
Mr Kellett, who has completed three university degrees in Australia and has lived here for 17 years, paid $535 to sit the Occupational English Test on October 16.

With test results taking up to two months to process, he said he was unlikely to start work until December.

"It's ridiculous," Mr Kellett said. "This is putting me under severe financial hardship and stress."
Mr Kellett, born in Singapore to an Australian father and Irish mother, said he was not the only nurse educated in English-speaking countries who had been told they had to sit an English examination to be registered.

AHPRA said it could not comment on individual cases.
