Tourist visa 12 months + WHV ?

If I apply for a 12 month Visitor Visa (600) or ETA (601) then go to Australia and return to my home country before the end of the 12 months; Can I immediately apply for a WHV ?

Should I apply for the 600 or 601 ? I would rather not leave the country every 3 months but it is still better I suppose than applying for the 600 and receiving only 6 months..

If I apply for the 600 for 12 months and only receive 6 months, can I still apply for the 601 for 12 months ? I don't know how "definitive/fixed" the decisions are..
