A parent visa can be applied for inside or outside Australia, but the applicant will not be eligible for a Bridging Visa and must be outside Australia for the grant of the visa.

An aged parent visa must be lodged inside Australia and the applicant will be eligible for a Bridging Visa.

Secondary applicants do not have to be "aged".

Note that both these visa have extremely long processing times. For faster processing you parents would have to apply for a contributory parent or a contributory aged parent visa.
