I do understand now that the waiting period is long but the frustration of sending email and not getting a response is bizzare.

My other option to cancel this last remaining visa and apply for another visa but his IELTS score is 4 and he has only finished his year 10. Would it be easier to apply for Business Visa or 457 working visa as a painter (which he has worked in the field 10 years ago? He is now 39 years old and turning to 40 in few days time.

There is no point to cancel (actually: withdraw) the last remaining visa application. You will not get your money back.

Your brother's prospects as a skilled migrant do not seem bright.

Anyhow, there is no point nagging the overseas post, the length of the queue is, well it is exceeding all expectations: 50 years.

"it is currently estimated that Remaining Relative and Aged Dependent Relative visa applications that were lodged in 2014 and meet the criteria to be queued are likely to take approximately 50​ years to be released for final processing (calculated from 14 August 2014)."
