I met a girl on the internet in April 2010, I have met her twice in the Philippines since then and we want to marry. Is it better to marry her in the Philippines and to apply for partner visa or to apply for fiance visa and marry in Australia?. How does the 12 month rule apply to both situations? I understand applications take some time do we need to have known each for a full twelve months before we apply or is that before visa is granted?

The "12 month rule" applies for defacto relationships. There is no "12 month rule" with fiancee visas or spouse visas.
