Visa Year

Hello,

I just read a post from another forum stating that there is a "Visa Year" just like a fiscal year and that there is a number of visas granted for each category within the "Visa year". Is this true? So, does that mean if I don't get my Spouse Visa approved before June. It will be "hopefully" granted in the following Visa year starting July???
