Gopalaswami Parthasarthy, India's high commissioner to Australia between 1995 and 1998, had harsh words for Australia's failure to act earlier against ''substandard junk institutions taking on sub-standard Indian students''.
He said he had warned the Australian authorities in 1998 that they needed to ''clean up their act''. He urged officials to impose strict quality standards on education providers and on their recruitment process.
