I might be missing something, but it looks as if the Min's comparing apples with pears.
Not sure what the point is that he's trying to make, but his comment that his attempts to have a more sophisticated debate have failed are somewhat hard to swallow - if he wants a more sophisticated debate, why doesn't he just convene a summit or a round table? He is, after all, the Minister.
Looks to me as if someone's media team couldn't quite find the right angle to hang the story on....
