I suggest following changes

STUDENTS

-Schedule 5A Financials must be amended

-Student fund to be created where fees for 2 years should be deposited prior to grant of visas

-on-shore permanent residence should be abolished

-Introduce 3 years temporary visas for VET courses (trade, Accounts & IT)

-Introduce 2 years temporary visas for Bachelor and Master Degree

-VET students must complete 2 years post qualifications experience in the nominated occupation

-Degree holders must complete 1 year post qualification experience in the nominated occupation

OFFSHORE INDEPENDENT GSM

-Abolish permanent visas
-Introduce 3 years temporary visas FOR 50/60 POINT OCCUPATIONS
-After approval of the visa, Applicant must demonstrate 2 YEARS work experience in nominated occupation

OFFSHORE INDEPENDENT EMPLOYER SPONSORSHIP

-3 years temporary visa which has a pathway to an independent permanent visa if the applicant has demonstrated 2 years experience in the nominated occupation

OFFSHORE INDEPENDENT MODL FAST TRACK PERMANENT RESIDENCE

Introduce an Independent MODL Fast Track permanent visas
Minimum 3 year experience in the MODL Occupation

To abolish permanent residence status for Offshore permanent visa under the GSM will not attract skilled applicants from more developed countries. It may be attactive to applicants from 3rd and 4th world countries with strong push factor, with low employabilty attrib utes.

Glenn and I, are good friends, togather have fought many battles in MIA forum. Glenn is a good and well founded visionary. I think in this instance it must be in his wish list.

For once I cannot see how the Cabinet will approve to abolish offshore pernamnent residency visa. That will be totally contrary to the economic goals of AUSTRALIA.

The scams and frauds are mainly in the education and student visa sector from thrid world countries. The problem is being fixed. The Immi minister has declared in India that he will delink Australian education to Australin Immigration residence status.

let the vice chancellors and vocational institutions find their own source of funds to survive.


The scams and fraud are very minimial in the off-shore visa applications.

Sheelagh & Robert,

It is my wish list which I will send to the Minister shortly.

Considering the fact that my submission on student visas on Feb 09 to Mr. Chris Evans and April 09 to Ms. Julia Gillard has been acted upon and changes made, I am confident my proposal will not be thrown in the "Delete Box"


Under the present economic climate it sounds good to abolish Offshore Independent permanent visa unless there is an Employer or State Sponsorship.

Economic goals will be fulfilled with an Employer or State Sponsorship.
